HELP Mugen characters not working

I have mugen IMT Blue and have followed all the steps to add characters, i use winrar by the way, anyway i have downloaded characters and put them in the chars folder then copy and pasted the name into select in IMTO4 [and 01] SO PLEASE HELP!

- No characters are showing up at all?
- Make sure your characters are not double foldered.
- Make sure your character folder names match their def file name.
