I checked the sprite packs on www.spriters-resource.com as mentioned in the readme, and there's a lot that can be used in there. I was able to expand the background by frankenspriting a road on the bottom and anonter background to the side, a clearing the background so it can be used as transparent. I used another picture as the scrolling far background. I made a stage for my own non-mugen game, but if anyone here wants to make a mugen background, here's my resources.The fighting area:The background layer:
