how to adjust inbalanced characters

i have a char(Saber) who has a damage of about 25% in each attack.. and its really annoying.. i was wondering if i could lessen her damage cause none of my other characters can beat her anymore...

PS: if what i've asked about is pretty stupid.. then i really need your advise >.< im a n00b in mugen

Try opening her cns file and lowering the attack value under [Data].

Wait, I have a quest, the CNS file is under the Data folder, like with the mugen.cfg? Or in the folder with all the characters?
Because I dont have a folder for the character in the Data folder..

I'm so confused ~_~.

anyway, thanks for responding ^^
But another question.. does this effect characters like they are doing nothing?
and what would the CNS file look like? There is ALOT @_@. Sorry if i'm bothering you.
