How to change number of set of characters in "Turns" mode?

How can I change the number of set of characters?
I mean, there are 4 stars (Well, in my game) when you select "Turns". 2 of them are grayed out, and you can only select 2 characters.
How can you select 4 characters?

It's usually done by hilighting turns and pressing the right key

by right key, he means direction, after higlighting turns mode, press left or right, to add/remove teammates
