How to create sprites of specific characters?

What are some tips for creating alike sprites of exacting characters?

For example, Mai (doesn't shoot fireball), how do I create a similar looking sprite (a sprite not existing yet)

for shooting fireballs?

Open MSpaint.
Use whatever artistic ability you have to draw another sprite.
Profit.

1st: What if I want to create a design of Mai clothes?

2nd: What are some tips in creating an accurate looking character? (tracing, sketching with touchpad can be very inaccurate)

Huh? Draw it. If it looks wrong, tweak until it looks right. Once more, no magic button. You need to just do it, and then do some more until you get what you want. It won't INSTANTLY be what you're after.
