How do I get a characters mug shot to stop looking faded (pic included)

Like that? What can i do to make them look normal?

Could be a problem with the type of file if im not wrong mugen only reads 256 colour it happened to me the same i got colour loss because the file wasn't PCX or you could open the charcters SSF File and find the Group:9000 Image:0 and check if the shared pallets is ticked or the transperency box is ticked if one of them is ticked try to un-tick it and have a look at the sprite if if looks normal or still gets colour loss if that doesn't work then try to change the type of pallet to single or shared if that doesn't work then you need the same size image to replace it try converting the image to PCX if the default type of image still gets colour loss    :)

Ok none of that worked unfortunately. But how do i convert it to a pcx image?

Google IrfanView and download it for free or get photoshop for allot of money

or
Try to get a a pic of the character the same size and replace the old one
