can anyone help me on how to make portraits shared with chars palletes? please please help anyone. i really want to learn this. ive searched everywhere for vids or tuturials but no help. please anyone help me with this.

Do you mean you've found some hi-rez images of your character and want to reduce them down to say 20 colors?
Or do you already have the 20 color image and just want to line up the colors to the pallet?

Irfanview is pretty good at reducing the number of colors in an image. If you reduce the colors slowly, say going to 256 colors first, then 128 second, 32, then 20, you get a little bit different results than going straight from full colors to 20 colors.

M$ Paint can help swap the colors. I usually use a copy/paste method where the background color is getting replaced. You get a blank image, get the color you want, fill the image with that solid color. Then paste your portrait with transparency and the color you want replaced as the 2nd color. (right click color)
Or you can use photoshop.
Or you can use fighter factory and FORCE colors on import. Will probably be the worst way but also the fastest.
