How do I open/edit SFF Files? (For EVE)

Evidently, in order to change around the categories, I need to edit a .SFF file for the EVE Screenpack:

So I download XnView (It's a free download by the way. Just check it out on google if you want it)

When I open it, it just opens it up in NotePad, which I use for the CFG and DEF files, and it works fine. But it just gets a nonresponsive program. I'm trying to get it to work, but in the meantime:
