Where the 2 exclamation mark is?

What do you want to fix ? The two exclamation points were built in Iori for I don't remember what reason. Do you want to remove them ?

looks like a state -2 generated explode with some kind of a formula to keep it on the same spot no matter what iono

look for explod in that statedef and start removing them until desired effect I guess.

meh it stays the same i deleted so many explods

The point is to remove the RIGHT explod, not random ones. :P

Open the SFF with fighter factory, and look for the sprite. Look at its group and number, let's say group X, image Y.
Open the Air file, and search for the action number using this sprite, which should look like X,Y,0,0,?.
Once you have the action number, go in the CNS, and search for anim=number_you_found.
Delete the explod state.

the problem is i checked the air file and the sff file i cant find it :(

The exclamation sprite IS in the SFF file. It cannot appear by magic. Search better.
