How do you Rip Voices, Sound!

Does anybody know how to rip sound's out of a video or game?

depends.
Snessor is my favorite for ripping snes clips.
If there's a sound test, just simply use your recorder and record the computer. for SoundBlaster cards, simply recording "What U Hear" Will get it.

um, lets see. I believe there's a program like snessor for arcade roms, but only their music

Some arcade games like the CPS ones, in kawaks you can press F11 to access the test menu. There's also an emu called Caname with a jukebox function to it for some neo geo stuff.

Playstation you use Psound i thinik it it.

Megadrive. Erm good luck.

VBA has a sound record option as part of it.

Newer stuff is too new to be that far on and you'd be best getting what you can via record in audacity or what was suggested above.

some emulators also have the ability to disable various sound channels.
