How to make "glowing" palette?

How do I make a palette work like Jmorphman's Shadow Lady pals?
I mean to make some colors "glow"

In a SSFV2 trick. I can´t elaborate in the code part but for the palette you need to have various templates with the part you want it to glow getting different colors, like let´s say you want glowing red hair. In the first template you put the starting color R: 224 G: 0 B: 0 for example and you increase the values depending of what you want.

it's multiple palettes, you change the current palette with code.
