When I sometimes download characters like Deadpool, Azami, and so on, they are very aggressive AI. When I sometimes download character like Star Fire and Cure Black, they're not that aggressive and normally block most of the time I play. Is there a way to make a character AI stronger and aggressive for their offense, so they at least attempt to try and fight back?

It depends on who made the AI. In theory you can make anyone beastly provided a player could be just as good(at least that's what I do). So you would just have to be good at working with AI and you could make the AI more aggressive yourself brah.
Sony took it down :( Guess it gave people the wrong idea. rip amberlamps.
96/150 Chars, I'm not dead yet....the true surprise is in my thread.

Pretty much what nine said. Theres different ways to make AI aggressive. How i learned it was by looking at what pots, vyn, Rajjaboy, Hiram Yagami & Don drago in their characters and fused all those methods together depending on the character's attack placement. contact time (open or not), placement (X,Y positions near or far) and Random number trigger of how often or less the move happens to keep the human user guessing. You have to code that stuff in strategically as if you were doing that to a human opponent on how you would anticipate the enemy's movement.

Look into the Winane method for starters if you want mess around with that stuff also. Theres a lot of trial and error in coding AI and it takes practice ,patience and A LOT of watch mode observation
