Im starting to make boss character with moveset made by me and I still can't figure out how to make Boss character overpowered, but still not cheap or too unfair. I look over bosses like Seth, Rugal or Justice and I still can't seem find the "Boss Formula".

Boss is normally 2 things. Higher life values, in the case of rugal "in game" the higher life is because he has 3 lifebars worth in comparison to a team of 3 people.

The other thing is how their moves actually work. They don't necessarily do more damage but they tend to have things like less start up, or can be combo'ed into or juggled into in more situations. So you knock p2 up with a launcher, you can juggle into your super. That sort of thing.

Then code the AI to be too predictive with way less openings and you're set.

In CVS2 it's both offense and defense.

Otherwise yaa defense + effective AI.

I know how to make ANY character an "overpowered boss":

Go into the .CNS file where the character's life, attack, and defense values are stored and kick each of them up by 50%.  :twisted:

Optionally you also can raise the foot speed of the character by a factor of 2 or more...

Most bosses I know of also have a ton priority in their moves. Not infinite, but enough to be unfair and give them an edge. :p

They also tend to be the only chars in the game to have a semi-ohko/gamebreaking ultra super duper move at least (Gill, Eyedol).

Extra points if the boss shares a fighting style with the game's protagonist (think Ryu/Gouki, Ryo/Takuma in AoF1, etc).

One thing about overpowered bosses is that they rarely (if ever) rely on combos. Most of time they will use keep-away tactics, using high-priority moves combined with high damage output.

Once upon a time when I was a mugen noob, I changed Guile's life to 1100, and his defense stats to 115% - That was enough to make him the sub-boss of my game. He was a decent challenge just due to stamina.

Life values make a ton of difference.

I can add also, the moves should make a lot of damage comparing to normal moves in other characters. There're various variables to determinate how a boss should be like a lot of life (in MUGEN, maybe 1500 or 2000 of life), high defense, a tough/abusive AI, moves that uses a lot of screen (see SNK Bosses), grade of aggressivity, sick supers (like using all the screen for damage or regenerating a lot of life), super armor and so. You can combinate various of them until you get with the perfect formula for a boss ;)

Actually, your average boss rarely has moves that are "far" more damaging than any normal character. Specials and supers may do a bit more, but generally the moves are simply more unfair, they start faster or are impossible to actually avoid and of course the AI is more accurate in picking its counters.

There have been games that offer a boss variant of the already selectable character. Ino from Guilty Gear is a good example, her boss mode differed in that her animations were relatively quicker, had more health, and after a certain amount of damage/time she would go into special mode of attack that can't be damaged, only dodge or guarded.  Then there are characters like Akuma's Shin Akuma, who was way faster, more juggles, and had an addition of tow air fireballs and a new finisher.

Anything you want can be made into a boss, just go with your style and preferences. There is no reason you can't make a unique boss, unless you want to emulate something. Back in the late 90's my friend and I coded a stage that forced your character to run through it whilst a character in the end of it kept shooting Mario Bullet Bill's until you reach him and hit him with an attack, that was our subboss minigame. Was glitchy as hell and ridiculous, but was fun. It's kinda sad now that I struggle to relearn mugen code and Dos when I used to be so good at it. :(

Taking a look at my own characters, these are the things that make the bosses harder to beat :
Aura : Unguardable or hard to avoid supers, summons that can randomly attack you, and she gains more abilities over time. Can use super moves more often than usual characters due to the "protect break" mechanic. All attacks drain a little bit of power form the opponent when they hit, which can disturb their plan of using a super move. In short, as much unfair stuff as I could think of without making her unbeatable.
Remilia Scarlet : Very fast so it's hard to react to her attacks properly. That in itself is enough to make her really powerful.
Vanilla H : She can use her strikers while being hit, gets stronger over time and has improved defense.
Silver : Fast and efficient projectiles and an outstanding healing move. AI is good at staying alive by running/dodging and using the mentioned healing move when necessary.
The Void : More life, gains power quickly, damaging attacks, can absorb incoming attacks using power.
Eriol : Projectile spam and long range of normal attacks due to the huge staff. Gains power very fast. One of the easier bosses due to reduced health and defense, but dangerous if you let him attack.
Seravy : Can fly, call lots of strikers to keep you busy, has powerful super moves(spell cards) that can give him the upper hand easily if you let him charge his powerbar to use them. Also has a spell card specifically meant for gaining power.
Yuyuko : Unfair close range attacks that can be comboed for high damage output, paired with good projectiles that force the opponent into a defensive position.

There are many ways to make a character into a boss, just be careful not to include too many of these ways, try to stick to one, or at most two plans. Either make it hard to kill (life, defense, healing), or fast (movement and attacks), or good at supers (better damage output, faster power gain, hard to guard against, unfair added effects like power drain), or good at late game (easy if you beat him fast but gets overwhelmingly strong as the fight advances for whatever reason), or good at early game (powerful at first but if you manage to survive, gets weaker).

I almost forgot. If you want to make an OP boss, just do what Marie does. Seriously. In case you don't have Skullgirls(Shame on you) She spams powerful Strikers with High priority, some of them are indestructible, she reads your button inputs, she has a lot of health, and she can actually do mix-ups (call in a striker, then fly behind you so you can't block it/ block the wrong way.). Also, she transforms as her health gets lower. On the other hand, she has no blockbusters, or just doesn't use them, and can't move while attacking.

Pretty unfair boss.

What do you think about boss with:

.weak (or rather none) projectiles
.high attacks range (due to weapon)
.fast attacks (big weapon + speed? shit)
.ability to absorb projectiles and transform into life/power/raisedattackdammage (3 types)
.ability to absorb those from opponent (Robo-Ky's move)
.Overall slow movement, but some moves can make player move fast over the stage (but they make player very vurnable).
.Double jump (reduced normal jump, but 2x)
.Random iteam/bonus creator (Like Faust's move when he throws random things [metheor, donut, poison])

I'm no expert on these types of things. But here's my two cents anyway:

-Above average life points
-Faster than most characters
-The ability to dodge or block most attacks(Maybe that's a bit much though)
-Some type of shield that you must destroy first
-An attack that charges for a few moments so they are vulnerable at that time
-Can regain health when health is low(AKA Troll move)
-Go into Some sort of ultimate boss mode when defeated(AKA a type of resurrection)
-Can sacrifice Energy points for life
-1 hit K.O.(Optional)
-Projectile abuse(That can get annoying though)
-Able to absorb enemy's energy/life

I didn't really bother to read any of the previous comments, so I may repeat something that's already been stated.

I liked Boss I-No in GGXX. Manageable, and while she had a super that would destroy you if you walked into it or blocked, you could memorize the attack pattern after a few replays and avoid it just by jumping or moving the right way.

I liked Boss I-No in GGXX.

Boss Order-Sol in Slash/AC where it's basically slightly under Gold Mode. It wasn't impossible but it made Slash Order-Sol a gigantic threat which is saying something as he was the worst playable character in that game.

Traps/tricks are something that I like in bosses.
Something like shields, absorving damage, super armor, leech life/power, bombs, moves that prevent you to move (not paralysis, but traps).

He throws high and low fireballs, teleports, etc. Its not a hand to hand combat, instead he will test your nerves.

This is what I like in bosses.

you could always give the boss reasonable moves and health, and a very recognizable attack pattern, but totally MINDFUCK the player. What I mean to say is, Make the boss teleport, give a noise that tells his attack (Think Mike Tyson winking in Punch Out!)then do some attack with a lot of recovery, then repeat. But the second or third time around, make his moves 1 tick faster, eventually the Boss and player would be moving back and forth at a high-speed, but the player won't realize it until it is too late. I mean you should try this with all of their moves, and they should have a wide set of attacks considering they ARE the boss. You could add to the effect by making the boss look like one of the weaker characters, but with just barely noticeable differences like a different hairstyle/color or a slightly different outfit. And you could make attacks do more damage after each set.
