Looks good to me. Maybe you could add more RAM. Not really needed but still.

You will have trouble running most current games on that card at medium to high settings, but GTA4 should run fine at medium settings, even though that game is really badly optimized

Assuming the graphics card is the only issue here, you should look for a new one in the 6000 series. Make sure the last two numbers are 50 to 90, because that determines the card's performance. Supposedly a 6590 will render better than 6620.

Ok i found this and i think its really good for the price it dell precision 490 its the same price as the other one here are the specs :

Processor: 1 x Xeon 5150 Core 2 Duo Processor 3.0ghz =6ghz
Memory: 4096mb (4gb) supports upto 8gb
Hard drive: 250gb
Optical drive: dvdrw/cdrw drive
Graphics: Nvidia Fx 550 / NVS 285 / NVS 290  gaming graphics card
Operating system: Windows XP Professional 32bit (supports 64bit)
Ports: Eight USB 2.0: two front, five back, one internal; One serial (2nd serial optional); One parallel; Two PS/2; One RJ-45; Microphone and headphone connector on front panel; Two rear connectors for line-in and line-out
Slots and bays: Internal - Two 3.5" HDD bays; External - Two 5.25" optical bays, one 3.5" flex bay with an additional 3.5" bay in mini-tower; One PCIe x16 graphics slot, One PC-e x8 slot wired as x4, One PCIe x1 slot; Three 5v PCI 32bit/33Mhz slots

i think the only thing it needs changing is the graphics card which is nvidia quadro made for 3d modeling and stuff

for the gfx card I would not go for anything lower than a 460/560 one, as it's performance is supossed to be 30% better than the 450 one with only a small increase in price.
