I've been trying to crowdsource a trip to Japan to kidnap Hiroaki and force him to draw gloveless Ryo in 2K2UM style (and also Kyo in school outfit), but no one wants to contribute.

Well, that's good. I can probably make the palette monstrosity the default one and have the lightweight one optional. But it'd still be helpful to know what anyone else is experiencing!

On my older laptop (~6 years old) I'm getting about a 20 FPS loss with 1.0. Not getting any slowdown whatsoever on my newer desktop though. That Mystique palette is probably one of the coolest things I've seen in Mugen by the way, holy shitballs.

Me too. FPS goes down to 38fps during the move (even 32fps in Final Mission for 2 or 3 ticks, but whatever).
5 year old (and not powerful) computer here.

Uhm...I think you missed the whole point behind the slowdown test. :I
You should have tested it on 1.0, because that is very Jmorph suspects slowdown...

Tested on mugen 1.0, only had it drop to 58 FPS during final mission.

My PC is far from "high end" so these results don't surprise me.
In 1.0 the frame rate drops from 60 to 22.
In 1.1 the frame rate drops from 60 to 54 (couldn't tell the difference with debug turned off, so acceptable)

Oh wait. I'm in Shadow Lady mode now.

Kikousho slowed down to 45FPS. 48FPS for a brief moment in Final Mission. I tried Final Mission again and I got 40FPS.

Alright, I think what I'll end up doing is have the full-palette sff be the default, and include the lightweight one in its own folder so someone can just extract the contents of that into the Chun-Li folder and it will take care of everything. And have a note in the readme, of course.
