If you don't want a bunch of unusable crap then you should download from one of the other KoF XIII topics.

This RAR file contains all of the DDS files that came with the arcade-to-PC hack of KOF XIII converted to transparent PNGs. Other files that were natively PNG are also included. (Thanks to oroqi for the DDS Converter 2 tip)

A lot of this stuff will be useless to some of you since it contains a bunch of menu and a few effects files that can't be utilized properly in mugen, but I still find this kind of stuff nice to have.

Have you noticed that numbers "1E" and "1F" are missing for every set?
I've looked at leaked filelists and noticed "1E", "1F", but also "23" .lua exist in "fighters" directory.

Hmm... Don't know what to tell you. I simply uploaded everything that was in the folder. I didn't miss anything.

Those are placeholder files.
Without any accompanying image data (.PCS) they're meaningless.
