After researching all night on the reason why my Broken98 lifebars weren't loading correcting, I downloaded a new Mugen RC8, then downloaded & installed the HL3lifebars. The same problem occurred.

What I've tried:

In the "mugen.cfg" file I checked to see if both the [Config.] resolutions and the [Video] resolutions were the same and they are.(1280x720)

In the "system def" file, the "localcoord" is also set to 1280,720.

Then I read about manually re-entering the scales in the "fight.def" file by 2,2 and I tried it....so I got this instead of the extra small lifebars in the left corner that I started off with...

...as you can see, the lifebars are not quite big enough yet ....but the "Ready.......Fight!" parts that roll into the screen at the beginning are lined up perfect. The combo hits when they appear are not aligned though. Their in the same area as the lifebars.
I went on to trying 3,3 and 4,4...both were too big and jumbled together.
Can anyone fill me in on what I'm missing?

You have to change the position of every thing in your lifebar except the ko, dobleko, round x animations. For each part like turns, simul, and combo fonts you have to modify the position (I think to the double).
