air.C+D did exist in '94, it uses the air.D animation.Lucky's down+C was a command move that caused hard knockdown (much like Kyo and Mai).
'edKOF 94 don't have the regular air CD, they just used the air HK but with the blowback properties, so, it shouldn't be a problem to add it in an update.
