I recall MP3s being a problem in MUGEN, but some of the MP3s I've made myself in audacity are playing funny. Was there a certain setting I am supposed to set my MP3s to when I create them for them to work on MUGEN?

I'm pretty sure the problem lies with the bitrate or quality of my MP3s. I have it set to 32bit float and 128 quality. Is there something I should have it set to instead?

It changes the way the plugins process the data, it make the replay process possible, as well as buffers the songs so they have a greater probability of playing. Alot of little changes made to the config over time to make it the most complete. I like the DJ-Van plugin for .mp3 and I set my plugins to looptype =2
