MUGEN 1.0 Win Quote Help

Some of my characters have the same win quote appear EVERY SINGLE TIME.  How do I get it to randomize properly.  KFM's randomizes properly, but my Orochi character won't. 

The only difference I see is the number to quotes - KFM has 7 and Orochi has 4.  Does this make a difference in the randomization mechanism?  If so, what can I do to rectify this?

Ought to just randomize on its own.

Yeah, never mind, I just had the dumb luck to have the same quote show up eight battles in a row...
