 :) Ok what kind of software do I need to make sound for a mugen character actions and what be the best one to get me started.

Make sound? You mean like, with a microphone? Windows Sound Recorder will do that.

If you wish to play with it and add odd effects audacity or goldwave will do nicely. Further information will need further explanation of your goals.
