I finally made a serious custom character. She needs some pizazz here and there but her gameplay is 100% complete. A to-do list is contained in her readme. I learned a lot while making her and I plan to learn a lot more as I keep creating characters for Mugen.

Finally, this show got decent character redemption. Nice job. I noticed a few things though.
-The taunt CtrlSet is still there, making it cancellable.
-She can disappear for a few frames in her Lose Pose.
-Light Kung Fu Palm (Or simply just QCF+x) is somewhat quiet, and lacks hitsounds
-Numbuh 3 in general is kinda quiet.
-Giant Hitbox on the Rainbow Monkey helper. Why is it there?
-The Throw command will not work.
-The robot's sprites honestly don't look like they're on the ground

The character overall is pretty well-made. Keep up the good work!
Who needs signatures anyway?

-Tried to give it some form of hitbox priority. Shrunk it down a tad.

Just in time...well I tested her for the quick time, in early period. A very good beta you made, but from what I seen, I might have a bit of flaws, especially with lesser vocal/sound effects and the Grim Reaper win pose where she disappear after an evil laugh.

Let me guess: You are modelize Numbuh 1 next, right?

Thanks for the advice on the Grim Reaper winpose, I'm currently working on a patch and I added in some hurt sounds. I will start Numbuh 1 after I watch KND which will hopefully be sometime in 2019, if Jarquin10 decides to make Timmy Turner sprites Timmy will take priority because of nostalgia and less sprite related work.
Hopefully someday I'll be able to make the little puffball on my profile pic.

Sounds like it will be worth a wait. There's another point I figured out from her, while she slides her kick from CHK...she needs to have a slide velset, with her dust effect on.

On the other hand, the stand medium kick and stand light punch needs to be cleaned up.

Try and touch up some of the other basic attack sprites as well.

Numbuh 3 has been given a few touch ups before everyone rings in the New Year.
Changelog:
-Added Hurt Sounds
-Finished Motion Smear on Standing Light Punch
-Added Dizzy Effects
-Cleaned up Real Rainbow Monkey sprites
-Fixed Bug in Credits Winpose
-Added one new song to Party winpose.
-Improved Hamsters behavior when they grab an airborne opponent.
-Added Changelog to readme.

This was a character I've been watching for a while and was happy to see her completed. Some feedback I found on her:

-Rainbow Monkey Toss has no hit sound.
-F.R.A.P.P.E should turn opponent blue on all of the hits instead of just the last one (I noticed later that certain characters have freezing sprites when hit by it. So in that case, make them still turn the opponent blue during those hits).
-Bradley Spray can be constantly spammed if the opponent is hit by it already (It can't hit the opponent again, but it should be disabled since it can't be used again until the opponent is no longer stunned).
-S.H.A.V.E.R.A.M.A should have a dizzy animation once the opponent is close to Kuki like in Mortal Kombat.
-There is no Rainbow Monkey dizzy sprites on the light and medium versions of the V.E.G.G.I.E Spin.
-Fire Kuki should knock the opponent down to the ground from the hits.
-The flame pillars of Fire Kuki stops if Kuki got hit while she punches the ground, interrupting the super completely.
-The beam hits from the Butterfly Suit are behind the opponent instead of front of them.
-There is no envshake from H.I.P.P.I.E.H.O.P's explosion.
-The opponent falls down normally from H.I.P.P.I.E.H.O.P instead of a crash from the ground like the Butterfly Suit.
-I feel like H.I.P.P.I.E.H.O.P should only be done once per round since it gets destroyed either way as it can't be blocked.
-If H.I.P.P.I.E.H.O.P was successful, Kuki's standing position when she goes back on the stage is misaligned.

Thanks for the release, will post again if I find anything else.

Edit:

This is what I meant about the misalignment of her after H.I.P.P.I.E.H.O.P. Look what happens when compared to Dexter, her position doesn't matches Dexter after he gets hit by the explosion. Her position gets fixed by jumping. Also another thing I like to add regarding H.I.P.P.I.E.H.O.P, the opponent can't move around freely while it's active, so you can't look at H.I.P.P.I.E.H.O.P's entire sprite transformation since the opponent is trapped until the super is over.

Numbuh 3 has been given another update.

Changelog:
-Fixed bug where Numbuh 3 falls through the ground slightly after succeeding with H.I.P.P.I.E.H.O.P
-Fixed bug where opponent teleported to the ground at the end of H.I.P.P.I.E.H.O.P
-Improved S.H.A.V.E.R.A.M.A behavior on point-blank range
-Put opponent in dizzy animation once S.H.A.V.E.R.A.M.A stops moving the opponent.
-Made Fire Kuki knock down the opponent
-Made Smash Bros. Dizzy sound not play after using Light/Medium V.E.G.G.I.E Spin
-Added Special Intro against Doggos and Pupperinos
-Added special winquote against Monkeys
-Added special winquote agaisnt People who know Japanese

After testing the update, I'm glad you decided to disregard these two. Here's why:

-For the Fire Kuki, I thought the flame pillar animation wasn't finished when she got hit, turns out it's fine after pausing it as the animation was really quick. But the problem is that she can't be hit until she already punches the ground, so only a fire pillar can come out once if any projectile is already close to her. Allowing one hit on the opponent up close before getting interrupted (I know the fire pillars can destroy projectiles, but not those that are already close range of her). She should be able to get hit before that and no single fire pillar comes out.

-As for H.I.P.P.I.E.H.O.P super, I totally forgot in the show that H.I.P.P.I.E.H.O.P always gets rebuilt and destroyed multiple times as a running gag. So making it only usable one per round would have destroyed the purpose and not stay true to the character. It's been a long time since I watched that show, so my memory was hazy. But I think the health meter should stick on the screen and not on the sprite like the countdown font. Hopefully that can be changed.

I also noticed that you haven't changed certain things I mentioned. But most of that stuff is just aesthetics and personal preference that makes the character look better, which I'm mostly good at noticing than actual bugs. So it's really up to you if you want to change them or not.

Updated once again, this time I focused on making her gameplay more fun.
Changelog:
-Made combos feel smoother
-Adjusted the distance before the opponent stops guarding attacks slightly.
-Stealth update made about 10 minutes after this post that fixed a regression on being unable to perform X,A,Y,B,C combo.

Felt like I made enough changes for her to get a public update.
Changelog:
-Changed command file type to not screw with Windows backup.
-Redid Stand Light Punch sprites
-Updated Idle sprites
-Fixed bug in S.H.A.V.E.R.A.M.A
-Made it so she won't crouch while running
-Added a palette
-Redid Party winpose
-Added basic AI
