order set problem

I set the the order for all my character's. (except Rare Akuma) Everyone is ranged from 1-10, (according to their difficulty) and the arcade/team setting at the bottom of my select screen is 2,3,1,1,1,1,1,1,1,1. It should start with 2 that are set to order 1, but instead it starts with one at order 7. Why is that?
