Over 3000? Morrigan wont activate charge move!

Looking, looking and looking..  I can't find it, so I figured I better ask...

I've set Morrigan's power to 5000.  She continues to charge all the way to level 5, and stops like normal.  But, she wont charge at all if her power is already at 3000 or higher.  I want to move to not activate at 5000..  Not 3000.

EDIT:  It's pots' morrigan.

EDIT2:  I found it.  I over looked something, maybe I forgot to save, or something.  Now, there's another problem.  She gets stuck in the animation until she's hit.  Something I caused by "trying it to see what happens," and I'm sure I can fix that.

you probably deleted a command != something trigger
