Well, it's been about that long since the last release, so I feel as if this update is more than warranted.
To summarize what's been changed, I provide thee, the readme! (Warning : Extremely long!)

Thanks for downloading! This update was the result of my idea of how POTS would approach a character in this timeframe, with all the tools neccessary to truly make something that felt even more like CVS. So, to detail the differences from my last version of this edit...
ROUGH CHANGELOG (dates follow the format of mm:dd:yy)
12-31-2012
- Exactly one year ago, the release. All that was done was the addition of EX moves.
12-31-2013 (Ironically enough one year later)
- Redid all basic attack clsn to match CVS2 better based on Warusaki's clsn, plus to make it look better, give attacks more/less priority, more consistent overall. May go through an entire revision or minor alterations if Waru's hitboxes end up being too janky in the end.
- Went through all hitdefs and matched them with CVS2 standards on hitpauses and overall structure. They are not exact CVS2 hitdefs, but they are close. Hittimes are in general less long and more universal, consistency added.
- Velocity data from CVS2 taken for all moves except Head Press and Knee Press Nightmare.
- Fixed EX Psycho Banish's retardation. No unblockable overhead anymore, it is now simply a fast move.
- All moves that had more than one active frame of a red hitbox have been restored. Vega's Fierce, for instance, has 3 frames of an active hitbox, much like in CVS2. These changes are employed for all normals.
- Animation timings made to closely match CVS2. They will be updated again along with the Head Press and Knee Press Nightmare having accurate vels at some point in time.
03-12-2014 (RELEASE!)
- Redid all Yaccel values in moves where an old formula was used. Thanks Jesuszilla for correcting said formula!(Knee Presses look and feel much better)
- Got the velocity data for Knee Press Nightmare off of a lucky frame pause! Unfortunately the move is coded to where accuracy is slightly lost, but it still looks good!
- Fixed HK frame data bug(AKA I forgot to copy over Waru's animation timings, shit!)
- Fixed Level 2 Super's uselessness in the corner as well as it being REALLY safe on block(hopefully it's corrected!)
- Removed EX Psycho Banish. It did nothing useful anyways and will likely cause no complaints upon removal.
- Tweaked EX Head Press to use a custom knockdown state. Thank you Kamekaze for permission to use this code from your K-Style characters as well as advice on how to implement it!
- Knee Press Nightmare is no longer a QCFx2 K command. It is now better for comboing out of pokes or confirms should you charge properly. Psycho Heartbreak is now the go-to Super Cancel.
03-14-2014 (Update)
- Fixed a CHAIN COMBO he had for some reason(Why POTS)
- Frame advantage on Psycho Crusha adjusted.
- Increased chip damage of Level 3 Super.
- Fixed Invul frames on EX Head Press.
=====<Move Details for EX Moves>=====
- EX Head Press works like in SF4 now, Vega also has a small amount of invul during the start up to allow him to escape using this move. However, it loses its OTG pursuit properties and also knocks down if it hits the opponent.
- EX Psycho Field tracks the opponent's position and explodes when it is close enough, making it one of Vega's BEST EX moves.
- EX Knee Press is the same as the weak version, aside from higher damage and some start up invincibility. Best used on wakeup as a tight reversal.
- EX Psycho Crusher hits twice, and does more chip damage than the other versions.
- EX Psycho Impact is unique. During the dash portion, Vega gains a unique hitbox that only allows him to be hit by low hitting attacks, such as sweeps. Use this to your advantage.
=====<Move Details for EX Moves>=====
This changelog might seem small, but do believe me when I say that all of this results in a much smoother character to play. I hope you enjoy my edit of POTS Vega, and please leave feedback!
TO DO LIST :
- Add an EX mode based on Super Turbo Vega(loosely). This mode entails much more meter gain but only one super, a Level 3 Knee Press Nightmare based off of Super Turbo's. Moveset will be refined and tweaked to make Vega more offensive based in this mode, focusing on pressure using Knee Press. Not completely accurate to ST but more of a shout-out.
- Go to CVS2 using PCSX2 yet again and record 60fps footage of all normals and moves and collect truly accurate animation timings. This will probably be in the next big update hopefully this summer when I have more free time and more stability in my schedule.
Special Thanks
POTS - For leaving a mark on the MUGEN community and for being a cool dude. Open source and all. Also for making the original character.
Davismaximus - Color-separated SFF provided by this man right here. Very nicely separated too, for that matter!
Jesuszilla - For inspiring me to man up and use artmoney. For helping me use the damn thing despite my bumbling around. For being there whenever I asked a single question. For feedback on animations and velocities. Also for help with clsn on crouching attacks + fix for his sliding attack.
Vans - For being a cool dude as well as JZ. Also he worked on the artmoney table I used, so I am eternally grateful as well.
KoopaKoot - For jumpstarting my editing career into more than just tweaking hitdefs. For helping me make that silly Joe edit so long ago.
Kamekaze - For doing a LOT of stuff with me. As in, livestreams, videos, edits, gameplay. For helping me with coding whenever I'm stuck, as well as providing the SF based knockdown code. Thank you so much!
Artmoney - Mr. Money has spoken. For all the data you shat on me and told me to play with.
PCSX2 - For making hilariously terrifying sounds in slow motion mode, but mainly for helping me run CVS2 and cross compare, as well as allowing me to acquire data.
Calculator - I touched you in so many places it's not funny. But at least you did all my math. <3
Arpa - For being a dickhead, but not an entirely unlovable one. Also for being the one of the only guys I know that would drink their own piss. Cheers mate.
Hyogo - You did one palette for this edit. You might not remember until you see it.
All my pals on any IRC channel I go to - You're all great people to talk to!
However if you don't feel like reading all of it, since it is very long, the file is included with the download as well. To summarize, this update streamlines Vega's gameplay significantly and adds a ton of polish using data from CVS2 for a lot of things. The EX moves have been tweaked slightly(some even removed! Well, only one...) and his normals have been changed to be much better. Overall, a definite improvement.
Please leave feedback, and as an addendum to the To-Do list in the readme, I need to polish up my code that I added in as well and clean it up a bit. Either way, enjoy!
