Palette Editor similar to the one in Paint Shop Pro

I'm looking for a simple and FREE program that I can use to edit palletes on images so that I can assign proper transparency convert them to the proper file and use them as character palletes. I've grown used to paint shop pro, but I have no access to one since I don't have 600 or so dollars to spend. Anyone know of a good program that's free and similar? I've tried GIMP but its not the same.

I use gfx gale, but it does not work with pcx files so you have to use something else, like irfan view (also free) to convert the files.
