So the title basically sums it up, I followed the tutorial of POTS hi-res edit step by step, everything worked out ok, the effect looks ok, the picture format is fine, but every file got as big as 3MB. I tried resizing it to 50% but that just made the fx blury and ugly, am I missing any important step here? Thank you

why would you high res something so big  ???
I wouldn't consider that a infinite since you have to make your opponent bounce of the wall and if you do it on the wrong side of the stage the stage interaction would activate.

Oh, I guess the original pictures I used was too big then, I was editing CVS2 hyper sparks, each one of them were about 150KB, I guess I should leave them be then...

Doesn't need to be a 200% increase.

More to the question, why are you making HR sprites bigger? Going for HD? In which case, yeah they'll be big sprites. Especially if you leave all the data intact and apply no compression whatsoever.

In M.U.G.E.N there is no magic button

They say a little knowledge is a dangerous thing, but it's not one half so bad as a lot of ignorance.
