Power bars

I need help with altering power bars. Some of my chars start out with a full lv 5 power bars. Is there any way to change them so they start out with empty lv 3 power bars?

Any input is appreciated! I really don't know what to do with this one. Thx!

Please define what you mean...

do you mean that...

when a match starts, a char starts out with 5 power stocks.

and you want them to be empty with a maxum 3 power stocks...

is that right?
