Problems with a move that does mutable hits

I have this move that hits the opponent about 3 times and it works but as soon as I hit the opponent with one of my basic attacks and then try the move it will only hit once and wont follow through with the other hits. Does anyone know y it does this?

Juggle points probably. Mugen's inbuilt system is pretty horrible.
