you the blue special meter with the fighters lifebars i mean what is that called? mp meter? and is there a way to edit the gain on how much is gain with certain moves because i have a subzero who gains some when he performs his specials and its really lame and cheap because he can infinite it

It's called 'power bar', 'super meter' or just 'meter'.

You can change how much meter you gain from an attack with the 'poweradd' parameter (check the mugen docs or the elecbyte wiki).
