question about character edits.

hey guys, had a question. if you were to edit an existing character like cammy. and say you wanted to photoshop a dress on her would you have to recode everything again? say i wanted to keep all the moves, supers, everything but i wanted to put a dress on her. well more like a skirt. kinda like those haruhi and psylocke rips. or if not the skirt that jacket she has in streetfighter 4.the second outfit i think.

If you only change how the character looks like, then you don't need to change the coding, as long as the new animations are made up from the same amount of frames of the character being in the same position.
