i've got a microphone and everything, i saw a youtube video of a two guys fighting each other using their voices as voice edits, is there a certain program i need to do that to?

you could use movie maker, just look for narration and record your voice

If you want specialty edits/sequence/add fx to your voice, try Adobe Audition or Goldwave. Otherwise, Sound Recorder will do just fine.
