After getting some wonderful advice from Rajaa, I decided to "pratice" on making my own small portraits. I made this one for K.O.D's Kyo Kusanagi, but I wasn't quite sure which one looked better so I'll let you fella's be the judges.V.1: V.2:
Dude not bad for your first portraits!... also I took a look at it and it seems that they both look the same, the fact that the pixels are in the same place as the other one... iboth are good in my opinion, great job and welcome to the small portraiters club! Soon ill be posting a few I created myself.

Palettes are but a stylistic preference on behalf of the creator, small portraits are something a lot of characters could genuinely use.

Is there a way to "Zoom Out" using Paint.net?nvm, I figured it out, tho, I think I'll stick to the method I've been using.
