No, they didn't. Those sprites weren't in KOFEX2. Whoever made that sprite sheet probably used Cammy's sprites as base.

I blame walt.Also, tehre are stolen capcom in sprites in a few low budget 90s fighting games. dragon something were the games and they stole mostly sf2 sprites.

The SFA2 hitsparks come from Marvel Super Heroes, one of the frames in SF3:NG Ryu's Hadouken is reused from SSF2, and Akuma/Gouki's Messatsu Gou Hadou sprites come from MvC.Even worse than that is the fact that SNK's been reusing KOF 94 sprites for well over a decade. Seriously - look at SvC Kim and Terry's walk sprites compared to their stances.
