Software alternatives for tools like Artmoney?

I'm just wondering if there are any tools that are/were similar to Artmoney? I'm asking this because I was looking around, and came across a program called Cheat Engine. I don't know if it's more limited to Artmoney, or if it's basically the same. Though it sounds like you can use it on any windows games. While I'm a PC user, I don't know if there is a Mac version of Artmoney. But sounds like there's only PC ver for Cheat Engine.
If Cheat engine can also be used to position freeze & cycle animations of characters in fighting games, I'm curious if it's enough that someone's made a few cheat table files for this tool for development purposes. Knowing there's some artmoney tables around, I'm just wondering if anyone has used other programs like Cheat Engine, or something else that probably could do similar stuff.
