Apparently switching three sound bites around was easier than getting the announcer back in the studio to record a replacement for Boxer.

Probably not. They started that thing about how Gouki was an actual demon, or demon-possessed, and switched his name accordingly. Not that I have any idea how they expected anyone to make the connection more than "Gouki".There's also Nash who was renamed into Charlie for no reason.

Charlie comes from the first translations of the sf2 manuals for the pc version, there,they had changed nash into charlie already, probably just to get a normal sounding name.
I see the Nash/Charlie names as evoquing different vibes for the character, where Nash is a cool guy like Japan intended and Charlie is the generic war buddy name.Also Gouki should've been "Equinsu Ocha", people could relate to that.
