Face does look better now aye, and so doesn't that hand. There may still be other issues, but I'll let the CvS experts here point any out. It's going good though, so keep at it! ^^
That face is still just way too round. It looks more comical than it does serious, and not in a good way.
You should not be affraid of playing with shades. Maybe making one part of her face a bit darker, AND those eyes needs work. You're using a 2pixels system for those(dark and light green). Whynot making them ONE pixel, and leaving the "darker green" in her third flesh colour? that would add deepness to her seek. Also,the other eye, which could be the "darker" side, you could use the dark green instead of the lighter. AND using the fourth flesh colour instead of the third.About the boobs area, you should not need making those lines for marking each boob. Look at CvS Chun Li. There aren't lines marking them(except in certain movements, of course). Arms should need a bit of volume, as giving an impression of defined, real muscle. I draw the problematic area in a paper and I shade it with the pencil. When I'm satisfied with the result, I try to translate it into pixels(not scaning).

I think Uncle Froz is just getting the basis done, before halving the colors to match Gill's. That's a good idea to just c&p one of the CvS females' face and tweak it. I was thinking maybe King would work.

I think, and I could be wrong on assuming, that Froz may be going for a non-powered Gill too. I don't know if Gill never is shown without his red/blue palette or not so...I could be wrong!

Looks good to me. A nice improvement on her face. I like the addition of her holding a small bunch of grapes in left hand. Looks like you touched up her arms a bit as well. Defined them more, looks good. Nice work.
Ah yes, now THAT looks great! Overlaying the hair on the shoulder was a good idea, and I like the grapes added in. Face looks much more feminine now, and arms look properly done too. Dress and breasts also look right (the breasts now don't look like they should be popping out now ha). You did an overall fantastic job with this, and you learned as well from Alex and the others too, which is great! Congrats. ^^
