oh, I made long time ago some things in this style



Mech-mewtwo front and back pallete indexed, able to use in fire red- ruby etc hack rooms

Infernape Sun Wukong

Vesper from pokemon X and Y, and other custom trainers

Badass Marowak

Champeon sprited, that design isnt mine, but I make the sprite pallete indexed, able to use in fire red- ruby etc hack rooms

Teddyrock, inspired in "Ursarock" (some sprites that I found years ago)  pallete indexed, able to use in fire red- ruby etc hack rooms

Umbreon Indexed and "sprited" from another image pallete indexed, able to use in fire red- ruby etc hack rooms

Toxeon, I dont know if I saw an shitty toxeon and I modified him or if I make him on Espeon pallete indexed, able to use in fire red- ruby etc hack rooms

Steeleonsprited, that design isnt mine, but I make the sprite pallete indexed, able to use in fire red- ruby etc hack rooms

Plasmeon, I think that I edited other fan made "eevolution" and finish to this, but i dont remember pallete indexed, able to use in fire red- ruby etc hack rooms

Sycther Revamp

I made other Pokemon sprites, but I dont found in my computer haha

From what I've seen and done, the black outline is supposed to highlight and separate; on most Pokémon sprites, you'll see the bottom sections of their arms, jaws, feet, etc. have black outlines to give a sense of shading. Separating is when part of the sprite is supposed to be above or in front of another part (typically when they're the same colour), to give the sprite depth. You'll notice on my sprite posted above that the black outline is used to separate each leg.

In terms of DS-style sprites (which are similar to GBA ones but with a larger canvas, simpler shading and much less use of highlights) black is commonly used for the strongest outlines, often around the bottom of the body/limbs and parts in shadow or when you need to distinguish overlapping body parts like hands and fingers.
