My list (This is just my personal list, and it is not in order)
1. B. Orchid (Killer Instinct)
2. Helena (DOA)
3. King (King of Fighters)
4. Maki Genryusai (Street Fighter)
5. Baiken (Guilty Gear)

I don't really have a top 5 but here's a list in no particular order:

Baiken (Guilty Gear) Reason why because of her fighting style not her boobs
Valentine (Skull Girls) Reason why because of her fighting style not her boobs
King (King of Fighters)
Ibuki (Street Fighter)
Julia (Tekken)

Eh... why not?

1. Poison (Final Fight) - Pure and simply my hero
2. Tina Armstrong (DOA) - The second strongest Armstrong. Has lots of personality and is along her father Bass, one of the most interesting DOA characters. She also has the body build to carry all that weight, unlike the other girls in DOA.
3. King (AOF) - A no non-sense bouncer that fears no man and could whip the floor with 95% of the KOF cast.
4. Janne (World Heroes) - How can one not love a Jeanne D'arc clone? Better than Charlotte for not cutting her hair over a whimpy man.
5. Kasumi Todoh (AOF) - Daughter of the GREAT Ryuhaku Todoh. Shares many of his awesome and unbeatable fighting skills.
