how do i change the size of videos? like changing it from 480x 360 to 640x480. like changing picture sizes on programs like photoshop or paint. is it possible to do this with videos without losing quality?

virtual dub is the reason why i'm trying to change the video size. when i try to put in a video i'm trying to change into an image sequence it says
"virtual dub cannot decode 4:2:2 motion JPEG frames with image widths or heights that are not multiples of 16. Please install a third-party Motion-JPEG codec."
where can i get a codec to fix this and how do i install it.
