Probably custom. I don't think mugen can work with animated portraits per se though without crashing after the match ends...in all honesty those there are distracting as high holy hell.

I'm not interested in the animated portraits but in the design of the lifebars.

I'm interested in the animated portraits myself. However, the video maker didn't give much as to how to do it. I mean, it was a nice little hint, but when I changed that line and made the animation the one for taunts, I could play normally (I could only see their feet, but that wasn't much of a problem), but whenever I pressed Escape, Mugen crashed.

ok thanks but can someone point me to a lifebar creating tutorial. i wanna do what that guy did and make the guard bar the power bar.

Try looking around this forum first. I personally don't know where some tutorials are, but you may find some here.
