Which program converts to 256 colors the best?

I'm trying to redo the Shanghai stage that was recently released, but much wider so you can atually walk left and right. Only problem is a high rez single image like this isn't going to look good when indexed. Somehow though this guy managed to make his look decent. So my question is what program is best at converting images to a color index? I have Photoshop, Paint Shop, Irfanveiw, and Gimp and none of the settings in those programs seem to match the quality of this guy's sprites.

Before anyone mentions Image Splitter or RBG method understand that this stage will be a giant animation and has over 1000 frames so those methods are out of the question. The guy's original 480x640 was 94mb on its own.

Identify the major parts of the stage and build a palette manually, then apply that to all your frames.
In that shot I see:

The walls
The columns
Ceiling, green and blue design
Lamps
Guardrails
Steps
The yellow floor in general
The windows? in back
The shrine looking thing on the left
The sign on the right
People

You can probably get away with devoting very few colors to the people in the stands.  Just sample various areas of these stage elements and work from there.

How do I go about setting up that palette? I've tried picking certain colors and blending them in a similar method to what's found in this thread, but I never get anything near the results I want.

Btw, I would just use the palette from his stage, but his stage has different shades and hues than mine.

One trick I've occasionaly used is manually merging the darkest colors in the picture with PSP's color replacement tool and some tolerance, making them all 0,0,0 or something, since they are burning palette space for something we can't even tell the difference.  Only then reduce to 256 colors.
