Looks like Simon Bisley was the artist for Lobo's Back, and hell yes that's him!  Thank you.

Yea it's been about that long since I've read it too.  Used to have a few Lobo comics in that style, one where he fought Wolverine, and one where he fought Venom.  Both fantastic.  Wish I still had those.  ...The massive piles of bullets, and the weird blocky cigar smoke...

i used to love lobo comics...
a good one is lobocop and another one that he was inpersonating batman... very good.

he alongside simon bisley made a great work back then.

The top for me are:

Jim Lee (Xmen & Justice league)
Marc silvestri (The Darkness)
Todd Mcfarlene (Spawn & spiderman)
Alex Ross (Kingdom Come)
Frank Frazetta
