I recovered my system on my laptop because my mugen is gone. But when I opened my mugen, it didnt show everything. In the chars section, all the chars only have cmd files, the select & system.def file were not there, my photos were gone; Everything was PERMANENTLY DELETED!

How do I get those files back? Please?!

Recovering doesn't affect documents. Commands was probably considered to be a useful file for windows, so windows kept them. You don't have much of a chance of getting anything back.

Im not sure of starting all over again that takes guessing & effort

...And what were you expecting? You're trying to repair something from your MUGEN. Do you think there's a magic button that allows you to do that instantly? Sorry, but if you want to repair it, you will have to redownload your screenpack again for the system.def. And for the select.def, you don't even need to redownload it, but since you'll have to do it for the system.def, just grab the one that comes with it and you're done.

GetDataBack by runtime (No, this isn't necessarily going to help you. Even if you can get the files recovered, they not be incomplete)
