Would something like this be possible?

Is it possible to have a stage of, for example a town street and have things on it that the characters can interact with, like barrels etc that can be lifted up, thrown or just used as a weapon?

It is possible, but that basicly only works in a game. Cause all characters need to have the codes in them that they can lift/throw/break it.
And the barrels or whatever you have needs to be coded into the chars. Not in stages.
