Does targetvelset still work even if p2 has an active hitoverride?

Title. Are characters with active hitoverrides still affected by the targetvelset controller? I know hitoverrides make them immune to targetstate so I was wondering if the same is true for all the target-based controllers.

Iirc yes. Hitoverride means they have avoided being your target. At best using targetstate rather than p2stateno means you hit them rather than whiff but thats as good as it gets
