for some reason, all of rocks states except for his stance I even added this
[State 5900, 3] ;Change palette
type = RemapPal
trigger1 = 1

and it still does not work

1. That code only works if your sff version is 1.0 or higher. If it's sff beta it won't do anything.
2. Probably your other sprites are not sharing the same palette. In FF3 check if his sprites are 1, 1, like this:

(ignore those arrows, focus on group and index only)

Yeah, exporting your sprites into 1.0 adds all the palettes into one .sff file.

Also in that format, the remappal works fine.
