I use Adobe Photoshop 2020. One can use free software, like GraphicsGale or any software one is comfortable with.
I use a a drawing tablet as well for speeding up the process.

mastery comes with time, I don't consider myself good yet and I still have a lot to improve, as a pixel artist,I do it for fun, in general, although sometimes I do it for practice and I fulfill the wish of a few people in some sites with characters that I'm not used to handling

In general, I think that efex is cleaner than me and more careful, although the resemblance is the main thing for me, each one differs even if we do the same style,In pixiv,Devianart there are people who have done the same style lately and have their particularity in them ,I love to see how everyone develops it

Well, the most difficult part, you must refine your sense of aesthetics (this will serve you for any style)  the  body must looks correctly in harmony, not stretched(It happens to me sometimes), the shading must be cleaner and you must be clear where the light reaches your character(some areas that should not have light, for example the hip that is back, one of the legs should have more light), you can get an idea with vice and elizabeth where the shadows are directed and cast, for this sprite, in other words you must prectice a lot, we were all at the same point, practice helps us grow

it's a nice style but ,you have to know something about the basic drawing rules

When I watch various artist the most aspect where they are different is the shading.

For KOF it was more easy because working on 3d model you just put a light and re draw shading from it.

By the way this is my crappy 1st attempt to edit Takuma in AOF2 style, I mainly used Daimon's chest / arm / belt but didn't manage to resize it very well

you mean where all the shadows fall in the body , the dyeing must be the same or very similar to be kofXIII or they will look not good,

sadly, I don't have those resources, I must use my imagination, sometimes it fails me,sorry for my daring, and quickly edited the sprite, to make it easier to understand what needs to be improved

Of course small editors like people here do this as a hobby and don't have game companies ressources.
