Sometimes people just don’t make those animations.

Sometimes those animations exist but something in the code messes up somehow and prevents them from being played.

There’s not much else to it really.

The original games didn't have them, so those authors didn't bother either. They didn't get those until Hopeless Masquerade.

The original three Touhou fighters did not feature round transitions, so rather than everything resetting between rounds, the next round would resume from where the previous one left off, positions and all. When the match ends, a victory quote will display alongside the portraits of both characters.

Because a lot of Touhou characters use sprites from those games and/or base their gameplay system on them, they don't bother because of accuracy reasons or because they'd have to make new animations from existing sprites. More or less the same reason why characters who don't have taunt animations in their source game(s) lack a taunt when converted to MUGEN.

Oh, I want a diagram. I fucking love diagrams.
