I was thinking of putting together a "Portable MUGEN", a version of MUGEN that is less than 1GB in combined size (characters, stages, Music) that I can transport around and play from a Flash Drive, SD card, or phone (although with the phone, it'll just be carried around). I know that MUGEN will run smooth as butter when accessed in the hard-drive. Are there known performance issues when running MUGEN from a flash-drive or even a network drive, or will it run smoothly there too?

It really depends upon the speed of your USB stick but aside from that there isn't any issues when it comes to running mugen off one since it loads into ram anyways. The only real noticeable difference is load times for characters and stages. I doubt there would be any speed issues on a SD card nor straight off a phones internal memory. Not sure about off a remote network drive but I'm sure it would behave similar to what it is off a stick for load speed. Do remember that people did run mugen off brunt CDs back in the day.
